HOBBE and INSA Formalize Cybersecurity Cooperation Framework

Partnership March 05, 2026

HOBBE Tech. Co. and Ethiopia's Information Network Security Administration (INSA) have signed an institutional cooperation agreement covering secure systems development and cybersecurity capacity building.

HOBBE Tech. Co. and the Information Network Security Administration (INSA) have signed an institutional cooperation framework formalizing their technical collaboration. The agreement covers joint development of secure software architecture standards, technical advisory support for INSA's digital infrastructure programs, and cooperation on cybersecurity capacity building for Ethiopian technology professionals.

INSA is the Ethiopian government body responsible for the security and integrity of national information networks and digital infrastructure. The cooperation agreement gives HOBBE a formal role in supporting Ethiopia's national cybersecurity agenda — one of the most strategically significant areas of public sector technology development as the country's digital infrastructure expands.

The HOBBE-INSA framework reflects HOBBE's broader commitment to building Ethiopia's capacity to develop and maintain secure digital infrastructure using domestic technology expertise, reducing dependence on foreign security tools and vendors for critical national systems.
